1. That is a wide-open question... Depends on IP telephony service provider and their rates, which vary from provider to provider. Add the sum of the (costs of Internet service + cost of IP phone service + per line cost by provider + cost of equipment + other operating costs) divided by (number of seats). Very roughly speaking, that would be the per-seat cost.
